Lockdown Continues in 11 districts of Karnataka – Bangalore Urban in Semi Lock


After a meeting with District Collectors, Ministers and Health officials of the state, Karnataka Chief Minister BSY released the unlock news. The 11 districts of Karnataka will continue with the lockdown as the positivity rate is more than 10% in those districts. The districts are Chikmagalur, Shivamogga, Davanagere, Mysore, Chamarajanagar, Hassan, Dakshina Kannada, Bengaluru rural, Mandya, Belagavi & Kodagu. These districts will extend the lockdown till 21st June. The other 19 districts will have some relaxations with the previous lockdown.

Some of the Relaxations are as follows:

1.       Essential Shopping will be allowed till 2 pm

2.       Autos and Taxis will be allowed with two passengers

3.       Daily Night Curfew from 7 pm to 5 am

4.       Weekend Curfew to continue from Friday 7 pm to Monday 5 am

5.       Factories to be allowed with 50% occupancy, garment industry only with 30%

Karnataka has extended the lockdown from 7th June to 14th June 2021. BSY stated this in the press conference held today at 5:00 p.m (03rd June 2021). 
In the meeting he also has announced the relief package for the weavers, workers in entertainment industry, fishermen and teachers of unaided schools. A total of 500 crore is announced in second reliefe package.
Teachers will be paid Rs. 5000
weavers, workers in entertainment industry, fishermen will be paid Rs. 3000
Parcel service for food will be allowed till evening.

With just a days to go for Unlock 2.0 to end, karnataka government has released Unlock 3.0 guidelines. The containment zones will still be in lockdown until 31 August 2020 with only essential services available. The state government will be following the guidelines set by the central government on 29th July 2020.
Let us see what are available and non available essentials from 1st August to 31st August 2020. These points that will be guided as per the central government is as follows:
1.  Activities permitted during Unlock 3.0 period outside the Containment Zones
In areas outside containment zones, all activities will be permitted, except the following:
i. Schools, Colleges, education institutes will remain closed till 31st August 2020. Online classes and distance education be permitted and shall continue.
ii. Cinema halls, swimming pools, entertainment parks, theaters, auditoriums and other gathering places be restricted.
iii. Metro Rail
iv. Religious places/ sports centers/ academies 
Dates of re-opening the above activities will be decided later.
Yoga institute and Gym be opened from 5th of April with SOP's issued by Ministry of Health & Family Welfare.
2. Independence day function
Independence day where ever celebrated will be following social distancing and using of masks as per the protocol of MHA letter 2/5e/2020- Public dated 21.07.2020
3. Lock down limited to Containment Zones
i. Lockdown shall continue till 31st August 2020 with only essential services available.
ii. Containment Zones will be demarcated by the BBMP/District authorities after taking into consideration the guidelines of MoHFW guidelines. 
iii. Activities in the containment zones will be strictly monitored by the BBMP. 
iv. Will decide the Buffer Zones out of Containment zones, where new cases are more likely to occur.
4. Travelling policy
i. There will be no restrictions on inter state and inter district travel of person and goods. No separate permission/ approval/ e-permit will be  required for such movement. However, people coming from outside karnataka shall adhere to the prevailing guidelines/SOP issue by Department of Health and Family Welfare and Revenue department.
ii. Movement by passenger Trains and Sharmik special trains, domestic passenger air travel, movement of Indian Nationals stranded outside the country and of specified persons to travel abroad; evacuation of foreign nationals and sign on and sign off of Indian seafarers will continue to be regulated as per SOP's issued.
5. Protect of vulnerable persons
Persons above 65 years of age and below 10 years old are advised to stay at home, until only emergency.
6. Use of Aarogya Setu
i. Aarogya Setu enables early identification of potential risk of infection, and thus acts as a shield for individuals and company.
ii. With a view to ensure safety in offices and workplaces employers on best effort basis should ensure Arogya Setu app is installed.
7. Strict enforcement of the guidelines
i. The state will follow the guidelines issued under the Disaster management Act, 2005, in any manner.
ii. All the district magistrate shall strictly enforce the above measures.
8. Penal Provision
Any person violating these measures will be liable to be proceeded against as per the provisions of Section 51 & 60 of the Disaster Management Act, 2005, besides legal again under section 188 of the IPC and other legal provisions as applicable.
