With just two days to for Unlock 2.0 to end, government has released Unlock 3.0 guidelines. This time it is more relaxations compared to the guidelines released last time. The containment zones will still be in lockdown until 31 August 2020 with only essential services available.
Let us see what are available and not available from 1st August till 31st August 2020. They are as follows:
1. Activities permitted during Unlock 3.0 period outside the Containment Zones
In areas outside containment zones, all activities will be permitted, except the following:
i. Schools, Colleges, education institutes will remain closed till 31st August 2020. Online classes and distance education be permitted and shall continue.
ii. Cinema halls, swimming pools, entertainment parks, theaters, auditoriums and other gathering places be restricted.
iii. Metro Rail
iv. Religious places/ sports centers/ academies
Dates of re-opening the above activities will be decided later.
Yoga institute and Gym be opened from 5th of April with SOP's issued by Ministry of Health & Family Welfare.
2. Independence day function
Independence day where ever celebrated will be following social distancing and using of masks as per the protocol of MHA letter 2/5e/2020- Public dated 21.07.2020
3. Lock down limited to Containment Zones
i. Lockdown shall continue till 31st August 2020 with only essential services available.
ii. Containment Zones will be demarcated by the District authorities after taking into consideration the guidelines of MoHFW guidelines.
iii. Activities in the containment zones will be strictly monitores by the state government authorities.
iv. State / UT may decide the Buffer Zones out of Containment zones, where new cases are more likely to occur.
4. States /UT's based on their assessment of the situation, may prohibit certain activities outside the containment zones, or impose such restrictions as deemed necessary
i. However, there will be no restrictions on inter state and inter district travel of person and goods. No separate permission/ approval/ e-permit will b required for such movement.
ii. Movement by passenger Trains and Sharmik special trains, domestic passenger air travel, movement of Indian Nationals stranded outside the country and of specified persons to travel abroad; evacuation of foreign nationals and sign on and sign off of Indian seafarers will continue to be regulated as per SOP's issued.
5. Protect of vulnerable persons
Persons above 65 years of age and below 10 years old are advised to stay at home, until only emergency.
6. Use of Aarogya Setu
i. Aarogya Setu enables early identification of potential risk of infection, and thus acts as a shield for individuals and company.
ii. With a view to ensure safety in offices and workplaces employers on best effort basis should ensure Arogya Setu app is installed.
7. Strict enforcement of the guidelines
i. State / UTs should follow the guidelines issued under the Disaster management Act, 2005, in any manner.
ii. All the district magistrate shall strictly enforce the above measures.
8. Penal Provision
Any person violating these measures will be liable to be proceeded against as per the provisions of Section 51 & 60 of the Disaster Management Act, 2005, besides legal again under section 188 of the IPC and other legal provisions as applicable.
